When NAT Traversal is needed ?
Only the VPN server/client must support NAT-T for passing multiple IPSec tunnels through the same NAT device.
If Vigor just acts as a NAT device which is used for passing the multiple IPSec tunnels, Vigor do NOT need to support the NAT-T function.
